日本恐怖分子赤虎把香港作为亚太区的走私军火的重要基地，他们还使用了高端科技，蓄意挑战特区政府，政府束手无策，继而严重威胁到全港市民的安全。警官陈聪（曾志伟 饰）为了证明自己的能力，到警校挑选了Jack（谢霆锋 饰）、Match（冯德伦 饰）、异型（李灿森 饰）与千年虫（叶佩雯 饰）四名叛逆少年组成一支特警新人类，务求抓拿赤虎。特警在首次行动渗入了黑帮杰少的组织，杰少正是赤虎的接头人。特警渐渐得到杰少的信任，却又被警方视为杰少的同谋，腹背受敌。在众人奋力逃生之时，也发现了赤虎的重大阴谋……
